The only convergence – in the opinion of all parties about the Environmental Licensing Law that is being processed in Congress – is that the new legislation needs to make the process simpler, rational and faster.
According to environmentalists, there are three critical points in the text that is in the Senate. The first is the license for adhesion and commitment, understood as a self-licensing of the entrepreneur. The second node is to delegate decisions to state agencies without minimum federal regulations. And the third is the waiver of licensing for activities with potential for harm.
